Section 106 Funding from Developments

Two developers were recently given permission for the development of some 1200 houses on Dog Kennel Lane, Solihull, This is within Blythe ward. I have provided links to the planning application below (also my original 2019 petition objecting to the site being in the councils local plan!)

The site navigated the Planning Inspectors ‘Examination in Public’ a few years ago and therefore the principle of the site being developed was made. Developers though had to address the infrastructure requirements set out by the council and us ward councillors.

In brief, some £25m by way of Section 106 funds have been established as a condition. I have given the breakdown below.

In total the following sums of been agreed:

Travel Plan                                                             £254,663

Sports  provision                                                   £3,080,011

Highways                                                               £5,754,634

Healthcare                                                            £1,165,929

Education                                                              £14,759,571

The planning application/plans and officers reports can be found at agenda items 8 to 11 via this link: https://democracy.solihull.gov.uk/ieListDocuments.aspx?CId=251&MId=10577

  1. What evidence is there to support the apparently disproportionate allocation to education. I believe the school age population is declining so something doesn’t add up in my mind.
