Planning Application – PL/2023/02656/PPOL

This is an outline application for the erection of up to 450 dwellings (Class C3), including affordable housing and custom/self-build homes, together with a care or retirement home accommodation on land off Tythe Barn Lane and Tilehouse Lane, Dickens Heath.

The land is in the green belt and comprises of farm land, stables and four sports clubs (one rugby and four football). The land forms part of site BL1 in the councils Draft Local Plan and I do have issues regarding this application, not just because of the impact on vehicles driving through an already congested Dickens Heath Village centre, but also the affect on the sports clubs that will need to be relocated.

The Planning Statement refers to the sports clubs (there is one rugby union club and four football clubs). The rugby club and one of the football clubs play to a high standard (Old Yardlians RFU and Highgate United FC).

Paragraphs 6.3 and 6.4 of the Planning statement reads:

6.3 It is acknowledged that this planning application has been submitted in advance of alternative locations having been publicly identified. However, Richborough has been working with different specialist Council Officers, the sports clubs, the Rugby Football Union, the Football Association and Sport England to identify suitable and appropriate sites for the establishment of a Sports Hub or Sports Hubs within the surrounding area, more specifically in Blythe Ward

6.4 A strategy has emerged for the relocation of the sports clubs which would provide the necessary robust plan to enable the new sports facilities to be provided to avoid the clubs from being closed. Further discussions to plan for the new sports facilities are advanced and it is expected that they will be the subject of a consultation exercise in Spring 2024 prior to the determination of this application. For commercial reasons the strategy is not yet available to share but it does include further consideration of the land to the north of Tythe Barn Lane which is controlled by Richborough albeit recognising there are LWSs considerations which need to be addressed.

It is my submission I and residents need to know at the application stage where developers intend to relocate these sports clubs. Blythe ward is one of the largest wards in the borough and it is essential these sports clubs remain local to Dickens Heath and adjoning Tidbury Green.

  2. Hi Councillor, Many thanks for forwarding these plans on to us at Major’s Green, Shirley, Solihull. I am the Coordinator for Neighbourhood Watch in the area and have over 350 residents signed up to the scheme. Is it too late to offer concerns on the development please? We have a huge problem with speeding in the area with two fatalities in the past few years. If this plan was to go ahead it would increase the numbers of cars using our road from between 450 – 900 cars each way. We also have had a major problem with flooding in the area, the latest we could not get out of the triangle in which our area sits for two days. Increasing the number of houses in the near area would only increase the problem. I have severe concerns. Kind regards Martin Nash
